Nyamasheke Equips Local Leaders to Strengthen Citizen Participation in Development Planning

Nyamasheke, 29 July 2026 – A two-day Training of Trainers (ToT) on participatory development planning concluded today in Nyamasheke District, marking another step towards strengthening citizen engagement in local governance and ensuring that community priorities shape development interventions from the grassroots.

The training brought together Sector Executive Administrative Officers and sector staff responsible for coordinating development activities. Organized through a partnership between the Ministry of Local Government (MINALOC) and Nyamasheke District, the initiative focused on enhancing the implementation of the national framework that promotes citizen participation in development planning, beginning at the village level.

Closing the training on behalf of the District, the Executive Secretary of Nyamasheke District, Mr. Muneza Placide, commended MINALOC for spearheading an initiative that places citizens at the center of development planning. He emphasized that meaningful and inclusive participation enables communities to identify their own priorities and contributes to more responsive, transparent, and sustainable local development.

The training adopted a cascading approach to ensure that the knowledge reaches every level of local administration. Participants trained at the district level will now serve as trainers for Cell-level officials, who will, in turn, train village leaders. This approach is expected to equip local leaders across the District with the knowledge and skills required to effectively engage citizens in identifying, prioritizing, and planning development initiatives that directly respond to community needs.

Through this initiative, Nyamasheke District continues to reinforce its commitment to participatory governance by ensuring that every citizen has a meaningful opportunity to contribute to decisions that shape the development of their communities.
