ADMINISTRATION AND HUMAN RESOURCE MANAGEMENT UNIT – SERVICES
The Administration and Human Resource Management Unit is responsible for ensuring effective staff management and the provision of administrative services within the District, with the aim of improving performance and service delivery. The Unit provides the following services:
1. Human Resource Management
- Recruitment and placement of District staff
- Monitoring staff performance (Imihigo and performance appraisal)
- Promotion, transfer, and confirmation of staff
- Management of staff leave and monitoring of staff conduct at the workplace
2. Capacity Building and Staff Development
- Identification of staff training needs
- Coordination and organization of capacity-building programs
- Support for career development and professional growth
3. Payroll and Staff Benefits
- Preparation and payment of salaries and other staff benefits
- Coordination of pension and social security matters and related benefits
4. Staff Welfare and Relations
- Handling staff grievances and disciplinary matters
- Promoting staff welfare and a positive working environment
- Ensuring compliance with labor laws and regulations
5. Administrative Services
- Office management and coordination of administrative activities
- Management of official correspondence and documentation
- Management of District assets and equipment
- Organization of meetings and official District events
6. Policy Implementation and Compliance
- Implementation of government policies and regulations related to human resource management
- Monitoring compliance with public service laws and regulations
- Providing advisory support to District leadership on human resource management matters
7. Records and Documentation Management
- Maintenance and management of personnel files
- Archiving and retrieval of official documents when needed
- Ensuring document security and confidentiality
